This action is taken only after careful consideration because the cost of returning a ship to full commission can be very great. It is a melancholy fact of shipping that never are all the laid-up ships put back into service.
The members of this branch of the shipping fraternity are the specialists who find cargoes for ships and ships for cargoes.
