3 SETILING THE TERROR ISSUE It was pointed out in Chapter 1 that political terror (by which is meant attempts on the lives of prominent representatives of the tsarist bureaucracy and the ruling class) had been a contentious issue among neo-populist groups even before the official birth of the PSR. However, in view of the fact that both the influential Northern Union and the Agrarian Socialist League had come down in favour of the terror tactic it was not wholly surprising that the new party duly established a Fighting Organisation (boevaya organizatsiya) headed by G.
For all practical purposes, however, the urban proletariat remained at the centre of the group's attention. 10 A third element in the unification process was the Minsk-based 'Workers' Party for the Political Liberation of Russia'. There had been a circle in Minsk since 1895 but the workers' party dated only from 1899. Its luminaries included two subsequent leading figures of the PSR: E. E. Breshko-Breshovskaya (referred to earlier) and G. A. Gershuni. The Minsk activists opened up western Russia to the SR party, although there were also circles in Petersburg and Ekaterinoslav.
