The other potential opponents of the Bush program were the more conservative members of the Republican minority, who were concerned about an expansion of the national role in education but who for the most part held their fire because they did not want to be perceived as attacking their own president. When the liberals in the committee hearings raised their concerns about tests and their uses, the conservatives countered that students and the schools had to be held more accountable and, further, that money was not the answer.
The bill, which passed Congress and which Bush signed into law, gave Congress some additional appointments to the council to be made by the Democrats and the Republicans. Thus, in the end, the council was ensured balanced representation in terms of partisanship and ideology. The legislation included an important change from Alexander's original plan. The council had to review the desirability of such standards and assessments for the sountry instead of simply advising on the mechanics of establishing specific national standards and a national test.
As simple as that may sound and as commonsensical as it may appear, that one recommendation called for radical change in American education. The council did depart from the Bush administration in recommending a system of assessment and not the single national test advocated by the president and Secretary Alexander in their America 2000 program. The principal reason for this change was that the council came to believe that a single test would lead to a national curriculum because the subject matter of the test would have to be defined ahead of time and this would comprise the elements of a curriculum.
