As John Mollenkopf's chapter shows, some urban advocates argued that the growing strength and capabilities of local community organizations now provided a base on which the federal government could build with a variety of new community development initiatives. Others supported mobility strategies that would help poor minorities move to suburban areas, where entry-level jobs were increasingly located. On the Democratic side, the decline of organized labor and local party organizations broke up the links that had once existed.
