Ironically, many of these same policymakers, while calling for new standards and goals, insist that schools be held publicly accountable through the use of old standardized tests that are not aligned with the new goals they advocate. The third issue is addressed indirectly here, but we return to it in more detail in later chapters that describe the choices offered by voucher plans and charter schools. The Quality of American Education Controversy surrounding the quality of American schools focuses on one central question: Can public schools properly educate our students for the 21st century? There are supporters and detractors of public schools at every discernable level of this issue. Policymakers and educators express diverse opinions including that (a) in general, American schools are doing a reasonably good job and with strategic investments would be even better; (b) some American public schools are world class and some are among the worst in the world; (c) in general, American schools are inferior; and (d) it is time to abandon the public school system.

Further, in his State of the Union address, on January 20, 1999, President Clinton attempted to motivate the country about educational issues and said, "we must do better. Each year the national government invests more than $15 billion in our public schools. " 14 Among his recommendations were (a) all schools must end social promotion; (b) all states and school districts must turn around their worst performing schools or shut them down; (c) all states and school districts must be held responsible for the quality of their teachers; (d) parents must be empowered with more information and more choices; (e) all states and school districts must adopt and implement discipline policies; (f) 5,000 classrooms must be built because of decaying schools and to help facilitate smaller classes.
