Sooner or later this question arises. What is the primary role of national denominational structures in relationship to (1) congregations and (2) regional judicatories? The answer to that question can be found in the first four options of this chapter: If the central culture of the denomination is (a) structured around vertical lines of authority, (b) based on the assumption that institutions, not people, should be trusted, (c) designed to perpetuate a medieval European heritage, and (d) organized on the assumption that congregational leaders cannot be trusted, the answer is obvious.

One of the critical forks in the road for all Christian traditions in North America reflects the growing gap between those that reflect a strong medieval European cultural and religious heritage and those that reflect a "Made in America" democratic and religious culture. The most highly visible examples in the United States of a religious culture reflecting the medieval European world are the Roman Catholic Church and The United Methodist Church. Both are organized on the assumptions that institutions can be trusted, but the people, especially the laity and congregational leaders, cannot be trusted.
