36 The end of the Cold War meant a redefinition of mission and restructuring of forces for both Moscow’s Ministry of Defence and the US Pentagon. This included the need: to respond to a different scope of low-intensity operations; to experiment with peacekeeping, in which both conventionally had not participated; and to shift from preparing for mass-scale war. But by virtue of necessity, Russian forces have had to develop more radically new instruments than has the United States for the challenges they face not far away but close to home.

After Sun Yat-sen’s revolution in 1911, the Mandate was not so much revoked as transferred to the government of a republic in the form of nationalism. Historically, Korea was subjected to the nature of authority in both countries, ruled as it was by each in turn.
