65 Globalization and the Community College This book addresses globalization as a process and examines its effects upon work and education in institutions of higher education. Effects upon work and education are noted particularly through the responses of organizational members to the process of globalization. Community colleges in two countries-the United States and Canada-are examined. These colleges and their legal jurisdictions serve as primary data sources. The global context for the community college is not that of an institution that provides international education or one that interacts with institutions or agencies in other countries.

Ralston Saul views public education as responsive primarily to the job market. Dudley sees education and training as an instrument of economic policy, with emphasis upon markets for economic conservative policy and upon high skills and high wages for neoliberal pol- GLOBALIZATION AND THE COMMUNITY COLLEGE 17 icy. P In the 1990s, colleges became more market oriented in their goals and more businesslike in their behaviors .
