If we understand this complexity and embrace it going in, instead of arguing vigorously for one “pure” solution or another, we will make much better decisions and have a lot less pointless conflict. In this book, as we have said, we want to provide a model, not a recipe. The model will be of two kinds. We have already stated that we will set out the procedures (Chapter 3) and model its use with a number of controversies.
