From that springs a second common educational practice, namely the determined effort to improve the quality of education in practice. What seems to have emerged from these centuries of experiment is that children respond to mathematics (as they do to everything else, of course) in hugely varied ways. But it is not sensible, in our view, to think either that most children who study math simply see it as a kind of elaborate chess, or that their parents see it as without any vocational or social purpose.

We should respect minority rights even in a majority decision. Our decisions necessarily involve competing groups. If we understand this complexity and embrace it going in, instead of arguing vigorously for one “pure” solution or another, we will make much better decisions and have a lot less pointless conflict. In this book, as we have said, we want to provide a model, not a recipe. The model will be of two kinds. We have already stated that we will set out the procedures (Chapter 3) and model its use with a number of controversies.
