Despite the 1980s educational expansion that received worldwide accolade, the UPE challenge remains huge as many school-going children find themselves out of school because of the current economic depression, and the HIV/AIDS pandemic. For Zimbabwe, the attainment of universal primary education by 2015, as stipulated by the United Nation’s Millennium Development Goals (MDGs) is very unlikely.
If teacher mortality parallels that of the general adult population, Zimbabwe stands to lose around 2% of its educators in the decade through 2010 (World Bank, 2000a).
