The rest were reservists, some of them far too old for frontline service in an infantry division. There were also problems with the new division's weaponry. Although it received a full complement of guns, shortages of ammunition and fuel often made their use almost impossible. In addition, some of the heavy weapons were former French guns, captured in 1940, and were entirely obsolete. 2 Pantenius was surely not alone in his conclusions about the state of the German Volksgrenadier divisions: In these circumstances, the question arises whether it might not have been more appropriate to replenish the old experienced frontline divisions and to restrict the practice of establishing new divisions to those occasions when total losses [of existing formations] necessitated it.
